Odisha High Court उत्पत्ति

उड़ीसा के लिए जनरल नियुक्त किया गया। कटक के जिला एवं सत्र न्यायाधीश सर्किट में पटना उच्च न्यायालय के रजिस्ट्रार के रूप में कार्य करते थे। कटक में सर्किट कोर्ट की पहली बैठक में न्यायाधीशों का स्वागत करते हुए, कटक बार एसोसिएशन के अध्यक्ष, उत्कल गौरव श्री मधुसूदन दास ने आशा व्यक्त की कि जल्द ही कटक में एक स्थायी पीठ स्थापित की जाएगी। प्रासंगिक समय में उड़ीसा के चार जिले, अर्थात् कटक, बालासोर, पुरी और अंगुल एक ही जिला न्यायाधीश के अधिकार क्षेत्र में थे।
संबलपुर संबलपुर-मानभूम जिला न्यायाधीश के अधिकार क्षेत्र में था। यह स्थिति 1 अप्रैल, 1936 तक जारी रही जब तक कि उड़ीसा का अलग प्रांत नहीं बन गया। तब से, दो जिला न्यायाधीश थे, एक बेरहामपुर में गंजम, कोरापुट और पुरी पर अधिकार क्षेत्र का प्रयोग कर रहे थे और दूसरे कटक में, कटक, बालासोर और संबलपुर पर अधिकार क्षेत्र का प्रयोग कर रहे थे।

इस समिति में अध्यक्ष के रूप में ओडिशा के तत्कालीन महाधिवक्ता श्री बीरा किशोर रे और विधान सभा के सदस्य श्री विचित्रानंद दास, कटक में उच्च न्यायालय बार एसोसिएशन के अध्यक्ष राय बहादुर चिंतामणि आचार्य, सदस्य के रूप में श्री डी.एन. नरसिंह राव, अधिवक्ता, बेरहामपुर शामिल थे। और जे.ई. माहेर, कानूनी मामलों के अधीक्षक और स्मरणकर्ता, ओडिशा सचिव के रूप में। समिति की रिपोर्ट 31 दिसंबर 1943 को प्रकाशित हुई थी।
सरकार द्वारा समिति की सिफारिशों को स्वीकार करने के परिणामस्वरूप, उड़ीसा के गवर्नर ने 3 मार्च, 1948 को भारत के गवर्नर जनरल को एक संबोधन प्रस्तुत किया कि उड़ीसा प्रांत के लिए एक उच्च न्यायालय का गठन किया जाए। 30 अप्रैल को 1948, भारत के गवर्नर-जनरल ने भारत सरकार अधिनियम, 1935 की धारा 229(1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए उड़ीसा उच्च न्यायालय आदेश, 1948 जारी किया, जिसमें 5 तारीख से उड़ीसा प्रांत के लिए उच्च न्यायालय के गठन का प्रावधान किया गया था। जुलाई 1948। इसके बाद, उड़ीसा उच्च न्यायालय (संशोधन) आदेश 1948 द्वारा, गठन की तारीख बदलकर 26 जुलाई, 1948 कर दी गई।
